The powerful Shibumi has gangster boss Ma (Chen Kuan-Tai) deliver the seal of the Louscha clan, which secures him a share of the triad money. But the seal falls into the hands of the young fighter Xiaohu (Nicholas Tse), who defends it against Ma's thug. However, he can't compete with Ma's best man Xiaolong (Donnie Yen). He is Tiger's brother, who left the dragon-tiger martial arts school of her father Wong Fuhu many years ago. When Xiaolong realizes the danger the Louscha clan poses to the whole city, he allies himself with his brother and the hotshot Heilong (Shawn Yue), who has just joined the Dragon Tiger School.
