Skrupellose Gangster überfallen eine Spezialeinheit der US-Armee. Dabei gelingt es ihnen, einen nuklearen Sprengkörper zu stehlen. Wenig später wird Edison, Staatsanwalt von San Francisco, entführt. Die Gangster schaffen den narkotisierten Anwalt in den höchsten Turm der Golden-Gate-Brücke. Als Edison aufwacht, liegt er neben der Atombombe. Seine Entführer fordern die Freilassung von zwei inhaftierten Syndikatsbossen und eine Millionen Dollar in bar. Kommt Edison dieser Forderung nicht nach, drohen die Erpresser mit der totalen Vernichtung San Franciscos durch die Zündung der Bombe. Inzwischen wurde die Regierung über das Verschwinden des Sprengkörpers informiert. Unter höchster Geheimhaltung werden die beiden Terrorfahnder Gideon Blake (Ron Casteel) und Mario Barto (Melvin Belli) auf diesen Fall angesetzt, doch die Bombe bleibt verschwunden. Unscrupulous gangsters attack a special unit of the US Army. In the process, they manage to steal a nuclear explosive device. A little later, Edison, San Francisco prosecutor, is kidnapped. The gangsters take the anesthetized lawyer to the highest tower of the Golden Gate Bridge. When Edison wakes up, he is lying next to the atomic bomb. His kidnappers are demanding the release of two imprisoned syndicate bosses and one million dollars in cash. If Edison does not comply with this demand, the blackmailers threaten the total destruction of San Francisco by detonating the bomb. In the meantime, the government has been informed of the disappearance of the explosive device. Under the utmost secrecy, the two terror investigators Gideon Blake (Ron Casteel) and Mario Barto (Melvin Belli) are assigned to this case, but the bomb remains missing.
