In der Boomtown Hongkong blüht neben der Wirtschaft auch das Verbrechen. Getarnt als Fotojournalistin erhält daher die US-Agentin Cindy (Cynthia Rothrock) den Auftrag, ein Gangstersyndikat aus skrupellosen Geschäftsleuten auszuheben. Doch auch sie kann nicht verhindern, dass der Chefankläger des Hongkonger Gerichtes vom Syndikat entführt und einer Gehirnwäsche unterzogen wird. Wieder in Freiheit, plappert Mr. Yu vor Gericht nichts als Unsinn. Der Kampf gegen das organisierte Verbrechen scheint verloren. Da erhält Cindy ganz unerwartet Hilfe von einigen engagierten Journalisten und es scheint, als gäbe es doch noch Hoffnung, den brutalen Killern das Handwerk zu legen...

In the boomtown of Hong Kong, crime is flourishing in addition to the economy. Disguised as a photojournalist, US agent Cindy (Cynthia Rothrock) is therefore tasked with dismantling a gangster syndicate of unscrupulous businessmen. But even she cannot prevent the chief prosecutor of the Hong Kong court from being kidnapped by the syndicate and subjected to brainwashing. Back in freedom, Mr. Yu babbles nothing but nonsense in court. The fight against organized crime seems lost.
