Nach dem Ende des Kosovokrieges 1999 startet die Internationale Gemeinschaft die größte Hilfsaktion seit 1945 und entsendet viele tausend Mitarbeiter, um die Region zu befrieden. Anna (Karin Hanczewski) aus Deutschland hat den Auftrag, freie und demokratische Medien aufzubauen. Nur passen leider Wirklichkeit und guter Wille nicht zueinander. Schmuggel und Schwindel bestimmen den Alltag, unter dem Pflaster liegt nicht der Strand sondern ein verscharrter Toter. Und Anna muss erkennen, dass viele ihrer Kollegen neurotisch, ignorant, korrupt und gelangweilt von ihrer eigenen Mission sind. Wäre da nicht das vergnügte Schlitzohr Plaka (Carlo Ljubek), der ihr hilft, die aberwitzigsten Vorhaben umzusetzen...

Und Commander Rhaci, der gefeierte Kosovarische Freiheitskämpfer und Liebling des Westens, beutet das Land aus wie ein Mafiaboss. Anna kapiert: 'Wenn du wirklich etwas erreichen willst, musst du das System ficken!' Aber kann sie sich in den schwersten Stunden ihres Lebens ausgerechnet auf Glücksritter Plaka verlassen, der die 'Internationals', vor allem wegen ihres Geldes liebt?

Anna (Karin Hanczewski) from Germany has the task of building free and democratic media. Unfortunately, reality and good will do not go together. Smuggling and swindle determine everyday life, under the pavement lies not the beach but a buried dead body. And Anna has to realize that many of her colleagues are neurotic, ignorant, corrupt and bored with their own mission. If it weren't for the cheerful rascal Plaka (Carlo Ljubek), who helps her to implement the most ludicrous projects...
