Proxate City, ein großes Wirtschaftsimperium, soll gegen Ende des Dritten Jahrhunderts als Nationalstaat in die UNO aufgenommen werden. Die zukünftige Präsidentin Manxx Clifton (Sandra Kaizer) und ihre Assistentin Matine Quiller (Gwynyth Walsh) versuchen die kriminelle Vergangenheit von Proxate zu vertuschen und sich der illegalen Produkte, wie biochemische Kampfstoffe und einer kybernetischen Killermaschine zu entledigen. Zu diesem Zweck chartern sie ein altes Frachtschiff, die 'Lilith', engagieren einen vorbestraften Kapitän namens Murdoch (Malcolm McDowell) und eine dubiose Crew, die zum Teil aus Sträflingen besteht. Die Reise wird von Tarkis (Michael Paré), einem Geheimdienstmann aus 'Proxate City' beaufsichtigt. Als im letzten Moment verhindert werden kann, dass Bomben das Schiff in die Luft sprengen und die mysteriöse Fracht entdeckt wird, kämpft die gesamte Mannschaft verzweifelt ums Überleben, denn Quillers tödlicher Plan ist es, das Schiff mitsamt der Mannschaft und der tödlichen Fracht im Meer zu versenken.

Proxate City, a large economic empire, is to be admitted to the UN as a nation-state towards the end of the third century. President-elect Manxx Clifton (Sandra Kaizer) and her assistant Matine Quiller (Gwynyth Walsh) try to cover up Proxate's criminal past and get rid of illegal products, such as biochemical warfare agents and a cybernetic killing machine. For this purpose, they charter an old cargo ship, the 'Lilith', hire a convicted captain named Murdoch (Malcolm McDowell) and a dubious crew, some of which consists of convicts. The journey is overseen by Tarkis (Michael Paré), a secret service agent from 'Proxate City'. When bombs are prevented from blowing up the ship at the last moment and the mysterious cargo is discovered, the entire crew is desperately fighting for survival, because Quiller's deadly plan is to sink the ship together with the crew and the deadly cargo into the sea.
